KLEINFELDER <br /> File No. 20-3978-01.W 10 <br /> July 26, 1997 <br /> 11)Six suspected landfill/bum dump locations were identified on the Spreckels property <br /> during this assessment. Wastes known to have been disposed of on site via landfilling <br /> or burning include garbage, lead acetate and asbestos. Wastes suspected of being <br /> disposed of via landfilling include waste oil, empty and/or full 55-gallon storage <br /> drums, spent capacitors (PCBs), and empty pesticide/herbicide containers. The <br /> landfill locations identified on Plate 2 are approximate, and it is possible that <br /> additional landfill sites are present. The six sites identified during this assessment <br /> should be evaluated. Possible investigative methods include trenching, geophysical <br /> surveys, and infrared surveys. <br /> 12)Several existing and historical aboveground storage tanks (existing/former fuel oil <br /> tanks, caustic and acid storage, waste oil and diesel fuel) are located throughout the <br /> site. Underground piping is associated with the fuel oil tanks. Additionally, several <br /> existing and historical hazardous materials storage areas (the chemical warehouse, the <br /> temporary flammable materials storage units, the agricultural chemical storage shed, <br /> etc.) and hazardous materials points of use (the machine shop, the boilers, the engine <br /> and generator room, the former heater house etc.) are also located on site. <br /> Recent handling and spill prevention practices included spill containment structures, <br /> employee training and prompt documented clean up of spills. An example would be <br /> the clean up and documented closure of the chemical warehouse fire or the fuel oil <br /> pipeline leak. However, historical spill response and prevention was most likely not <br /> as stringent. An example would be the internal Spreckels memo regarding significant <br /> spillage of diesel fuel during vehicle refueling. <br /> It is recommended that soil sampling be conducted to evaluate the condition of soils <br /> at the existing/former aboveground storage tank locations (including an evaluation of <br /> underground product piping), and at the existing/former hazardous materials storage <br /> locations. The soil sampling could be conducted in conjunction with demolition of <br /> these features, or after demolition provided that the a survey is conducted to <br /> accurately document the proposed sampling locations.
