KLEINFELDER <br /> File No. 20-3978-O1.W10 <br /> July 26, 1997 <br /> 18)Visible discoloration and a noticeable odor was noted on the flooring of two areas on <br /> site: the former "tote" storage area inside the factory, and inside a barn at the <br /> farmhouse area. Confirmation soil sampling and analysis should be conducted in <br /> these areas during or after demolition of the structures. Additionally, special disposal <br /> procedures may be necessary for contaminated building materials. <br /> 19)Hazardous materials remaining on site from former factory operations are being <br /> removed by Spreckels Development Company. Current hazardous material storage <br /> practices and spill prevention appear to be acceptable and protective of the soil and <br /> groundwater at the site. All remaining hazardous materials should be promptly and <br /> properly disposed. <br /> 20)Cattle feed lots have been located on the Spreckels property since construction of the <br /> sugar factory. Nitrates have been detected in groundwater above the Maximum <br /> Contaminant Level. Recommendations regarding groundwater assessment at the site <br /> were made previously (Recommendation #3). Structures were associated with the <br /> feed lots. The former uses of the structures is unknown. However, agricultural <br /> equipment maintenance shops, agricultural chemical storage, and underground or <br /> aboveground fuel storage tanks are commonly associated with agricultural operations. <br /> Additionally, internal Spreckels documents describe historical problems with <br /> hazardous material storage at one of the feed lots (discarded batteries, 55-gallon <br /> drums of unknown liquids, etc.). The documented hazardous materials storage <br /> problems referenced in the Spreckels documents was reported to be "cleaned up",but <br /> no documented sampling was available. <br /> It is possible that underground storage tanks (USTs) are present on site associated <br /> with the former feed lot operations. It is recommended that a geophysical survey be <br /> conducted in the vicinity of the former feed lots to assess the possible presence of <br /> USTs. If USTs are discovered during development of the site they should be properly <br /> removed and the soils beneath them sampled. Additionally, due to the suspected <br /> hazardous materials usage at the feed lots, if discolored soils or other evidence of <br /> contamination is noted, Kleinfelder should be contacted for additional consultation. <br /> 20-3978-01.W10/2017L155 Page 13 of 50 Copyright 1997,Kleinfelder,Inc. <br />
