KLEINFELDER <br /> File No. 20-3978-O1.W10 <br /> July 26, 1997 <br /> 13)Underground structures are or were historically present on site. These include below <br /> slab factory drains, the former underground beet flume, the truck and railroad scales, <br /> a suspected fuel oil or steam line (reference 1937 aerial photograph) leading to the <br /> former cottages along Yosemite Avenue, and the canals which formerly transported <br /> condenser water offsite. Due to the use of hazardous substances (such as parts <br /> cleaning solvent) within the factory, possible use of hydraulic oil in the railroad and <br /> truck scales, and the use of agricultural chemicals during the farming of sugar beets, it <br /> is possible that leakage from the drains, scales, beet flume or canals, may have <br /> impacted the site. Confirmation soil sampling should be conducted to verify that no <br /> contamination is present. <br /> 14)Four Spreckels owned PCB transformers are located on site. Additionally, there is a <br /> historical PG&E transformer location shown on Sanborn maps, and an existing <br /> PG&E transformer location on site. No visual evidence of leakage was noted at the <br /> existing transformer locations during our site reconnaissance. Spreckels should be <br /> requested to remove and properly dispose of their PCB transformers. PG&E should <br /> be contacted regarding removal of their transformer and testing for the presence of <br /> PCBs. Surface and shallow depth soil samples should be collected from the existing <br /> and historical transformer locations(after removal)and analyzed for PCBs and oils. <br /> 15)Spreckels Development Company has abated the asbestos containing materials from <br /> the former factory on site in preparation for demolition of the structure. According to <br /> Mr. Tucker, the existing administration building is to remain on site and used as a <br /> construction office for future development. Suspected asbestos containing materials <br /> were noted in the administration building during our site reconnaissance. An asbestos <br /> survey should be conducted of the administration building, and an asbestos <br /> management plan drafted in accordance with State and Federal regulations. <br /> 16)In addition to asbestos, the presence of lead based paints, PCB containing fluorescent <br /> light ballasts, and mercury containing fluorescent lamps should be evaluated prior to <br /> demolition of the structures on site. <br /> 17)A solvent washdown pad (in the vehicle maintenance area) was referred to in internal <br /> Spreckels documentation. Additionally, a truck washing area was identified between <br /> the factory and sugar warehouse by Mr. Tucker during our site reconnaissance. A <br /> historical "auto shed" was noted on site in Sanborn maps.
