KLEINFELDER
File No. 20-3978-O1.W10
July 26, 1997
26)Due to the historical use of waste oil for dust control, and the use of soils from fuel oil
spills etc. for paving projects, contaminated roadbase material may be present on site.
If contaminated materials is encountered, Kleinfelder should be contacted
immediately for additional consultation.
27)Contaminated soils, associated with the above ground fuel oil storage tank, etc.,..
were used on site as road base material. This contaminated material should not be
mixed with other on site soils during grading activities. The fuel oil contaminated
"road base" should be excavated and properly disposed, or reused in approved
locations. Extreme caution should be used to avoid this material being shipped off
site for use on other properties(except for proper disposal).
4.0 PHASE II ESA CONCLUSIONS AND RECOMMENDATIONS
In order to address the concerns expressed in the Phase I ESA, Kleinfelder conducted the Phase
II Environmental Site Assessment services at the proposed Spreckels site to evaluate the
presence of selected contaminants. A total of 741 soil samples and 17 Hydropunch groundwater
samples were collected from 321 borings and surface sample locations for lithology logging
purposes, field screening and for potential chemical analysis. Four-hundred, thirty-four(434) of
the samples obtained were analyzed for selected constituents. Groundwater samples were also
obtained from 11 existing groundwater monitoring and production wells on site. Additionally,
seven (7) groundwater monitoring wells were installed on the property; all of which were later
sampled for chemical analysis. Eleven(11)building material samples were also analyzed.
The following is a summary of Kleinfelder's seventeen (17) Phase II Environmental Site
Assessment reports. Please note that these are the conclusions and recommendations from the
executive summary of each report, for additional details, locations of samples, or Kleinfelder's
limitations, please refer to the individual reports. The summarized information is subject to the
limitations of this report and the individual limitations section of the report(s) from which it was
derived.
20-3978-01.W10/2017L155 Page 15 of 50 Copyright 1997,Kleinfelder,Inc.
