The area is a portion of land that <br /> was at one time flooded by the San Joaquin River, thereby <br /> creating a pit. Visual inspection of the pit indicated that it <br /> was being filled with mainly sand, broken roof tile, and excess <br /> roof the colored sand, as well as some lumber scraps, <br /> reinforcing steel, concrete, cardboard, tree stumps, visqueen, <br /> plastic pipe, and scrap metal. <br /> Does this operation constitute a landfill? Please give me a <br /> definition of what type of fill this constitutes, and what type <br /> of permit (if any) from your division would be required by the <br /> property owner to continue operation. <br /> As the property owner has been working with our Enforcement <br /> Division since January of this year, we need to proceed with this <br /> matter as soon as possible. I would appreciate a response from <br /> you by the first part of next week if possible.
