San Joaquin Ave. <br /> Stockton, CA 95202 <br /> Re: 28902 South Kasson Road, Vernalis <br /> Owner: Frank Alegre, Sr. <br /> I met with Tom Sweezo, Community Development Department and Art Ramirez, State <br /> Department of Fish & Game on January 14, 1992 at 28902 S. Kasson Road. Frank <br /> Alegre Sr. is the owner of the property. <br /> I observed roof tiles, red powder, white powder, concrete rubble, and small amount <br /> of metal waste being landfilled at a natural excavation near the San Joaquin River. <br /> Photos were taken and are available upon request. I was unable to examine and <br /> identify the buried waste material. Mr. Ramirez took samples of the red and white <br /> powders to determine what these powders are. There was a large stockpile of roof <br /> tile next to the landfilled area. Burying of solid wastes requires a state solid waste <br /> .permit and new land use permit. Mr. Alegre is in violation of public Resources Code, <br /> Division 30, Section 44002 (enclosed). When Mr. Alegre arrived at the property he <br /> was ordered to cease and desist dumping waste in the natural evcavation area on <br /> 28902 S. Kasson Road.
