This inspection <br /> revealed a large hole in your property being used for the disposal <br /> of solid waste. This property is zoned AG-40 and Section 9- <br /> 4005. 1(d) (7) of the County Planning Title does not permit the <br /> operation of a landfill without a use permit. <br /> This inspection revealed the dumping of different colored sand, <br /> broken concrete, rock, dirt, an unknown white powdered substance, <br /> discarded landscape materials, and broken roof tiles. An employee <br /> who works on site at the sand quarry operation appeared on scene <br /> and was informed of the violation and was issued a verbal order by <br /> all three inspectors to cease the operation of a landfill. He <br /> stated that he could not identify the source of the materials in <br /> the landfill, however, that had contacted his office and notified <br /> you to respond. <br /> Upon your arrival at the site, you were questioned by Mr. Ramirez <br /> as to the contents of the landfill and its' original source. You <br /> stated that the different colored sand was the waste sand material <br /> from a roof tile manufacturer in Stockton and that you did not <br /> believe the dye in the sand to be toxic. You identified the white <br /> powdered material to be raw cement. You stated that this hole was <br /> a result of a levee break that occurred about 10 years ago and that <br /> you wanted to reclaim this land. You were then notified by me that <br /> a landfill could not be operated without a permit issued by this <br /> department and that the health department and fish and game <br /> departments would have input as to what materials could be utilized <br /> to fill the hole. You stated that you would cease all dumping in <br /> this permit until you acquired the proper permits. <br />
