lie <br /> 1. Planning Division: <br /> a . Final elevations within 25 feet of any property boundary <br /> must be equal to or greater than the abutting property <br /> unless the elevation prior to excavation is less than that <br /> of the abutting property, in which case the differential <br /> shall not be increased. <br /> b. Final slopes cannot exceed 1-1/2 feet horizontal to 1 foot <br /> vertical . <br /> c . All water utilized in the plant operation must be disposed <br /> of behind a closed dike. <br /> d. Stockpiled soil or material cannot be stored within 25 <br /> feet of a property boundary. <br /> e. Private roads involved in the excavation must be main- <br /> tained to control the creation of dust. The first 100 <br /> feet of any private road on the property which intersects <br /> with a publicly maintained road must be surfaced in a <br /> manner approved by the agency responsible for the main- <br /> tenance of the public road. Traffic-control and warning <br /> signs are required at the intersection. The placement, <br /> size, and wording of these signs must be approved by the <br /> agency responsible for the maintenance of the public road. <br /> f . Excavation operations shall not be carried on during the <br /> hours from 9 : 00 p.m. through 5 : 00 a.m. , except during <br /> periods of dedlared national , state or local emergency. <br /> The hours shall be based on either Pacific Standard Time <br /> or Pacific Daylight Saving Time, whichever is legally in <br /> effect. <br /> g . Any night lighting established on the property must be <br /> arranged and controlled so it will not illuminate or cause <br /> any glare onto public rights-of-way or adjacent proper- <br /> ties. <br /> h . All emissions are subject to the rules and regulations of <br /> the San Joaquin Air Pollution Control District . <br /> i . Operations shall be in accordance with instructions from <br /> the Agricultural Commissioner to control the spread of <br /> noxious weeds. <br /> j . The excavation must not cause health or sanitary hazards <br /> and shall not create conditions which will cause the <br /> breeding or increase of mosquitoes, rodents, or other <br /> pests. <br /> k.
