Applicant <br />has filed an Application for Authority to Construct and Permit to Operate <br />with San Joaquin County Air Pollution Control District, (attached Appendix <br />"C"). The methane gas which will fuel the internal combustion engine <br />otherwise will continue to be released to the atmosphere. <br />E. Staff Recommendation: <br />( x) Accept Negative Declaration on the following basis: <br />1. The proposed project conforms to the City's General Plan and <br />Zoning designations for the subject site. <br />2. The proposed project is not expected to generate or be subject <br />to any significant adverse environmental impacts which will <br />not be mitigated to an acceptable level through project design <br />or operational controls. <br />3.
