WASTE DISCHARGE REQUIREMENTS <br />CITY OF STOCKTON <br />AUSTIN ROAD CLASS II -2 <br />SOLID WASTE DISPOSAL SITE <br />11. The Board has notified the discharger and interested agencies and persons of <br />its intent to prescribe waste discharge requirements for this sanitary land- <br />fill. <br />12. The Board in a public meeting heard and considered all comments pertaining <br />to the discharge. <br />IT IS HEREBY ORDERED, the City of Stockton, and the property owner shall comply with <br />the following: <br />A. Discharge Specifications <br />1. The treatment or disposal of waste shall not cause pollution, or a <br />nuisance. <br />2. Waste materials shall be confined to the designated disposal area shown <br />on Attachment A. <br />3. The disposal area shall be protected from any washout or erosion of wastes <br />or covering material, and from inundation, which could occur as a result <br />of floods having a predicted frequency of once in 100 years. <br />4. Surface drainage from tributary areas, and internal site drainage from <br />surface or subsurface sources, shall not contact or percolate through <br />Group 2 wastes discharged at the site. <br />5 Excavations made for discharge of wastes shall not extend below elevation <br />+15 feet USGS datum. <br />6. The discharger shall maintain a distance of at least ten feet from the <br />bottom of the fill above the water table. <br />7. Group 1 wastes shall not be deposited at this site. <br />Liquids of high moisture content waste (greater than 50 percent) shall <br />not be discharged at this sib Water used during disposal site operations <br />shall be limited to a minimal amount reasonably necessary for dust control <br />purposes. Liquid waste shall be mixed with dry refuse at a rate not to <br />exceed 25 gallons of liquid waste per cubic yard of dry refuse. Rainfall <br />shall be included as part of the 25 gallons of liquid waste. Liquid waste <br />shall be deposited in the upper portion of the refuse to allow maximum <br />absorption of liquid in dry refuse. and to minimize the possibility of <br />leachate forming. No liquid waste shall be deposited at or near the <br />bottom of the refuse. <br />9. Discharge of leachate or liquid wastes to surface waters or to a surface <br />drainage course beyond site boundaries is prohibited. <br />10. Barriers shall be maintained to prevent blowing paper from leaving the <br />designated disposal site. <br />11. Annually, prior to the anticipated rainfall period, all necessary runoff <br />diversion channels shall be in place to prevent erosion or flooding of <br />the site. <br />12. No Group 2 wastes shall be placed in ponded water from any source whatsoever. <br />Amended 12/16/77 - 2 <br />
