AML <br />WASTE DISCHARGE REQUIREMENTS <br />CITY OF STOCKTON <br />AUSTIN ROAD CLASS II -2 <br />SOLID WASTE DISPOSAL <br />13. The discharger shall remove and relocate any wastes which are discharged <br />at this site in violation of these requirements. <br />14. The discharge shall not cause a degradation of any water supply. <br />15. The exterior surfaces of the disposal area shall be graded to promote <br />lateral runoff of precipitation and to prevent ponding. <br />16. The migration of methane gas from the landfill shall be controlled as <br />necessary to prevent creation of a nuisance. <br />B. Provisions <br />1. The discharger shall maintain a copy of this order at the site so as <br />to be available at all times to site operating personnel. <br />The discharger shall file with this Board a report of any material <br />t --j change or proposed change in the character, location, or quantity <br />of this waste discharge. For the purpose of these requirement, this <br />includes any proposed change in the boundaries, contours, or owner- <br />ship of the disposal area. <br />3. The discharger shall file a written report within 90 days after the total <br />quantity of wastes discharged at this site equals 75 percent of the reported <br />capacity of the site. The report shall contain a schedule for studies, design, <br />and other steps needed to provide additional capacity, or the total quantity <br />discharged shall be limited to the reported capacity. <br />4. The discharger shall comply with Monitoring and Reporting Program <br />No. 77-288 and the General Provisions for Monitoring and <br />Reporting as specified by the Executive Officer. <br />5. Ninety (90) days prior to discontinuing the use of this site for waste dis- <br />posal the discharger shall submit a technical report to the Board describing <br />the methods and controls to be used to assure protection of the quality of <br />surface and groundwaters of the area during final operations and with any pro- <br />posed subsequent use of the land. This report shall be prepared by or under <br />the supervision of a certified engineering geologist or registered civil <br />engineer. The method used to close the site and maintain protection of the <br />quality of surface and groundwaters shall comply with waste discharge re- <br />quirements established by the Board. <br />6. The owner of the waste disposal site shall have a continuing responsibility <br />to assure protection of usable waters from the waste discharge, and from <br />gases and leachate that are caused by infiltration or precipitation or drain- <br />age waters into the waste disposal areas or by infiltration of water applied <br />to the waste disposal areas during subsequent use of the property for other <br />purposes. <br />- 3 - <br />
