Collord <br />From : STATE SOLID WASTE MANAGEMENT BOARD <br />Subject: FIELD INSPECTION OF AliSTIN ROAD LANDFILL SITE N39 -AA -001 <br />THE RESOURCES AGENCY <br />FEB 2 B 1979 <br />On February 6, 1979, Mr. Bob Hurd, LEA for the San Joaquin Health District, San <br />Joaquin County and I inspected this site. Synopsis of our inspection and <br />comments are as follows: <br />The site has two current active disposal areas, one for winter use or when the <br />ground is too wet, and the other when the site is dry. The winter disposal area <br />has not been maintained properly. Litter and refuse is spread all over and the <br />waste piles are not covered and should be covered daily. There is a septic tank <br />waste tank pit at the winter site, approximately 30 ft. X 30 ft. X 6 ft. deep with <br />some general wastes in the pit and on the pit banks. It appears that part of the <br />north bank is composed of a mixture of dirt and general refuse. There are no <br />litter fences erected. Apparently, the operator has not made any real effort to <br />confine dumping of wtistes. <br />The dry disposal area is very large in size and the operator is not covering wastes <br />at the end of the day. He is mainly compacting the waste. The operator has <br />three large crawler tractors, ample ;size, to dig up onsite cover material. We <br />talked with Mr. Bowen, the tractor operator and he stated that they are covering <br />several times a week. I informed him the active waste area should be covered daily. <br />(Mr. Hurd is planning to meet with the operator this week on this matter). <br />On the south portion of completed fill area bank there were several washouts that <br />should be repaired, weather permitting. There are no litter control fences, and <br />litter is scattered over a large area and should be collected immediately to <br />prevent it from blowing off the site. Non -covered wastes should be immediately <br />covered for proper vector and leachate control. l_" - 4. rent "4 ., f_l <br />jA6WVoorJ4LAV6*&t*d szt*s xn GAlifornla;�, I plan to revisit it again this month. <br />It is our opinion that the operator needs instructural training, especially <br />the tractor operator. Mr. Bowen was not using a hard hat or face mask while we <br />were watching him operate the tractor. <br />., <br />
