Collord <br />From : STATE SOLID WASTE MANAGEMENT BOARD <br />Subject: FIELD INSPECTION OF AUSTIN ROAD LANDFILL SITE, 39 -AA -001 <br />M <br />On March 6, 1979, 1 revisited this site as a 30 day follow-up <br />inspection (refer to my February 26, 1979, memo to files) that <br />Bob Hurd from the San Joaquin County Health District (LEA), and <br />I made on February 6, 1979. My finding and comments are as <br />follows: <br />I met with Mr. Phil Giambastiani, landfill contractor for the <br />City of Stockton and he showed me what they had been doing to <br />comply with Mr. Hurd's directive to properly cover the wastes? <br />pick up the litter, rebuild the grease trap evaporating pond <br />�4 embankment, and recontour the top of the comple�ed fill cover <br />for drainage. As I looked over the site, I could see they are <br />complying with -Mr. Hurd's corrective punch list. They start <br />applying daily cover at 3 p.m.; cover material is currently <br />being brought in from the offsite barrow area. Mr. Giambastiani <br />was hoping to have completed all the corrective work by now, <br />but the weather conditons had prevented them from hauling in <br />enM ugh fill cover because the barrow area itself was too wet <br />for excavation work. Barring adverse weather conditions, the <br />site should be completely back in order by February 16, 1979. <br />Approximately 70 percent of the litter had been pickup from what <br />I observed during my last visit. Mr. Bowen, the tractor operator, <br />who I met at my last visit, is no longer working there. I <br />notice that the tractor operators were not wearing face dust <br />masks or hard hats. Mr. Giambastiani told me they are available <br />in the site trailer, but the men do not want to wear them. In <br />the permit provision, it states that the operator must provide <br />air masks and safety helmets, but it does not state that the <br />men must wear this equipment. Code section 17-670 gives the LEA <br />the power to determine if wearing safety equipment is necessary. <br />Photographs were taken. <br />0 <br />
