BROWN JR., GOVERNOR <br />OCT s o 1978 <br />SAN JOAQUIN LOCAL <br />HEALTH DISTRICT <br />Subject: City of Stockton, Austin Road Class II -2 Solid Waste Disposal Site <br />Gentlemen: <br />Enclosed is a memorandum of an inspection made at the subject waste disposal <br />site by staff engineer, Frank McDermott and Jim Parsons, Associate Engineer <br />Geologist with the State Water Resources Control Board. <br />The report indicates a threatened violation of Board Order No. 77-288 which <br />states in part: <br />"A. Discharge Specifications <br />10. Barriers shall be maintained to prevent blowing <br />paper from leaving the designated disposal site. <br />12. No Group 2 wastes shall be placed in ponded water <br />from any source whatsoever. <br />15. The exterior surfaces of the disposal area shall be <br />graded to promote lateral runoff or precipitation <br />and to prevent ponding." <br />Remedial action, to prevent an actual violation of the Board's Order, should be <br />taken immediately. <br />Please inform this office by 13 November 1978 of what action you have taken or <br />plan to take to keep this discharge in continuous compliance with the Board's <br />Order. <br />Sincerely, <br />RICHARD P.
