A substantial fraction of the site lacked adequate cover <br />thus creating threatened problems with windblown litter and with <br />vectors such as birds and flies. Further, the cover material <br />being used is highly pervious and not placed in a manner to shed <br />runoff from direct precipitation off of the site. Thus, this <br />rainfall will mostly pond on top of the site, percolate through <br />the wastes creating a leachate, and become a groundwater quality <br />degradation threat. <br />?RCB 326 (3.75) <br />rname <br />86102-"S 473 SM 09P <br />
