Also attending
this meeting were Jim Giottinnini, Director of Public Works, city of
Stockton; J.C. Isham, EMCON Associates (EMCON); Stephen Chen, city
of Stockton; and John Boss, EMCON.
1 . Ed Padilla indicated that the California Integrated Waste
Management Board (CIWMB) was concerned about the
recirculation of landfill gas condensate into the landfill. He
indicated that Pacific Electric had reported that approxi-
mately 60 to 120 gallons per day of condensate were
reinjected into the landfill. According to Mr. Padilla, the
CIWMB wants to prohibit this recirculation, and has
indicated that this is a violation of the permit as part of its
last inspection. Mr. Padilla agreed to research what basis
was used for considering this to be an operating permit
violation. (Note: John Boss investigated this further and
found that the violation was for leachate control due to the
detection of ground-water contamination.)
The landfill gas extraction system operator received
approval from the Regional Water Quality Control Board
(RWQCB) for this activity.
