Mr. Stephen Chen March 1 , 1991 Page 2 was allowable under the operating permit issued for the landfill gas recovery project. John Boss volunteered to discuss this issue with Don Dier of the CIWMB. (Note: John Boss discussed this with Mr. Dier during the week of February 18. Mr. Dier believed this should not be a major permit issue, but also stated that the enforcement division would have to rescind the violation notice.) 2. John Boss volunteered to hand deliver to the CIWMB a copy of the city of Stockton's certification of completion of the negative declaration; resolution passed by the city council, and responses to comments prepared by EMCON. (Note: this has been done.) 3. City of Stockton representative Stephen Chen will take the mitigation factors prepared by EMCON and convert them into a mitigation measures monitoring plan for submittal to the local enforcement agency (LEA). (Note: John Boss provided assistance to Mike Miller and Stephen Chen regarding this on Friday, February 22, 1991.) 4. The city of Stockton agreed to notify the LEA that the re- ceipt of 5,000 cubic yards of digested sewage sludge was no longer a part of the permit revision. 5. Ed Padilla agreed that with the submittal of the California Environmental Quality Act documentation that the permit application was now complete. Stockton's application of April 1990 would be the basis for the permit revision request, and the LEA would notify the city that the application was now considered complete. 6. Ed Padilla agreed to begin the process of writing a draft revised permit for review by the city. Mr. Padilla was not able to give an estimate of when the draft might be avail- able for review, but did indicate that it would be a high pri- ority item. 7. The city of Stockton, by letter of transmittal, would submit the November revisions to the report of disposal site information to the LEA. adm\ad131
