Mr. Jerry Wickes arranged for this
meeting to take place in your Stockton Offices to discuss the
practice of returning condensate from the Pacific Energy methane
gas recovery -plant back into the Austin Road Landfill.
The operator of the on-site landfill gas recovery system is
permitted by the Central Valley RWQCB, Order No. 88-208, to
return landfill gas condensate to the landfill via a leach line
and several in-line condensate traps. Testing has shown that the
condensate is acidic, making it capable of leaching heavy metals,
and is contaminated above State Action Levels with vinyl
chloride, a known carcinogen. The condensate has the following
parameters or constituents of concern:
Constituent Concentration Action Level/Standard
pH 3.3-3.8 below pH 6e5
(State Drinking Water
Standard)
Toluene 400-700 ug/l 100 ug/l
(State Action Level)
Vinyl Chloride 10 ug/l 0.5 ug/l
(State Drinking Water
Standard)
7.0 ug/l
(State Action Level)
Volatile organic compounds (VOCs) , in concentrations above State
Action Levels, have been detected (1/89.) and verified (3/89,
Printed on Recycled Paper•-
