Box 2009 <br /> Stockton, California 95201 <br /> Re: Return of Condensate to Austin Road Landfill, 39-AA-0001 <br /> Dear Mr. Valinoti: <br /> On April 10, 1991, Board staff (Jack Miller and Brad Williams) <br /> met with representatives from Pacific Energy, the City of <br /> Stockton, the City's consultant- EMCON, the RWQCB, and staff <br /> members from your office. Mr. Jerry Wickes arranged for this <br /> meeting to take place in your Stockton Offices to discuss the <br /> practice of returning condensate from the Pacific Energy methane <br /> gas recovery -plant back into the Austin Road Landfill. <br /> The operator of the on-site landfill gas recovery system is <br /> permitted by the Central Valley RWQCB, Order No. 88-208, to <br /> return landfill gas condensate to the landfill via a leach line <br /> and several in-line condensate traps. Testing has shown that the <br /> condensate is acidic, making it capable of leaching heavy metals, <br /> and is contaminated above State Action Levels with vinyl <br /> chloride, a known carcinogen. The condensate has the following <br /> parameters or constituents of concern: <br /> Constituent Concentration Action Level/Standard <br /> pH 3.3-3.8 below pH 6e5 <br /> (State Drinking Water <br /> Standard) <br /> Toluene 400-700 ug/l 100 ug/l <br /> (State Action Level) <br /> Vinyl Chloride 10 ug/l 0.5 ug/l <br /> (State Drinking Water <br /> Standard) <br /> 7.0 ug/l <br /> (State Action Level) <br /> Volatile organic compounds (VOCs) , in concentrations above State <br /> Action Levels, have been detected (1/89.) and verified (3/89, <br /> Printed on Recycled Paper•- <br />
