• X
Return of Condensate to Austin Road Landfill Page 2
5/28/91
2/91) in the first-encountered water-bearing zone of the
landfill. Recent monitoring results (Verification Monitoring
Program and Conceptual Corrective Action Plan, Emcon, 4/91)
indicate that a contaminated groundwater plume runs along the
entire northern edge of the landfill (about 4, 000 feet) and
extends between 500 and 1,000 feet downgradient of the landfill.
In light of the above, further disposal of any liquid into the
Austin Road Landfill can only exacerbate the groundwater
contamination problem at the site. As the LEA, you are directed
to prohibit the continued disposal of any liquid, including all
landfill gas condensate into the Austin Road Landfill. This
should not only include the condensate collected at the site
generating station, but also any condensate which is returned to
the landfill via the in-line condensate traps.
As always, this office is available to ;assist you. If you have
questions or comments regarding this matter, please contact me at
916-323-6250 or Jack Miller at 916-322-2662.
Sincerely,
John Bell, Assistanq Chief
Facility and LEA Evaluations
Enforcement Division
JKB: :BPW
AUSTRDLF.CN3
cc: Ed Padilla, San Joaquin County Public Health Services
Jerry Wickes, San Joaquin County Public Health Services
James Miller, San Joaquin County Public Health Services
Robert Evans, RWQCB
Mike Miller, City of Stockton
Stephen Chen,' City of Stockton
J.C.
