0
PUBLIC HEALTH SOAVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H.
Health Officer
P.O. Box 2009 (1.601 East Hazelton Avenue) Stockton, California 95201
(209) 468-3400
August 15, 1990
City of Stockton
Community Development Department
Planning Division
6 E. Lindsay Street
Stockton, California 95202
Re: Notice of Preparation of Draft E. I.R. , Austin Road Sanitary
Landfill expansion project.
San Joaquin County Public Health Services has the following
comments concerning the Notice of Preparation:
1. Section 2 of Appendix "All states that the Landfill will
require additional soil for daily and final cover whether
it is expanded or not. If expanded, approximately how
much cover material will be needed for the entire life of
the Landfill? What percentage of this total can be
supplied by on-site borrow areas? How would the
provision of off-site soil for cover material be
guaranteed?
2 . The Notice of Preparation does not specifically state
that there is a potential adverse impact on groundwater
quality. Please describe fully what the potential
impacts are and what measures will be taken to prevent
their re-occurence.
3 . The installation of a leachate control system for the
protection of groundwater would be advisable in any new
land filled areas. The EIR should address leachete
control systems and their applicability to this landfill.
4 . Would a new storm drainage system be constructed?
5. What types of class II wastes would be accepted? Would
these types of class II wastes require special handling
and approvals?
6. How would class II wastes be evaluated so that hazardous
wastes are not accepted.
A Division of San Joaquin County Health Care Services Okft
