These materials included: Preliminary Closure and Postclosure Plan, Austin Road <br />Landfill, dated January 1995. <br />Based on a review for completeness, the Preliminary Plans are deemed incomplete and <br />rejected for filing. <br />At a minimum, Preliminary Plans must include the items listed in Title 14, California Code of <br />Regulations (14 CCR), Sections 1826.3 and 18264.3, and be based on the closure standards <br />found in 14 CCR, Division 7, Chapter 3, Article 7.8, and Chapter 5, Articles 3.4 and 3.5. <br />CIWMB staff will not proceed with detailed review of the submittal until corrections to the <br />following omissions in the Preliminary Plans are submitted: <br />1. A description of the closure process and implementation schedule must be submitted <br />[14 CCR 18261.3(a)(7)]. A schedule for submittal of separate partial final closure and <br />postclosure maintenance plans must be provided if the maximum extent of the landfill <br />requiring closure at any given time is less than the total landfill area. Partial final <br />closure and postclosure maintenance plans are due two years prior to the anticipated <br />closure date [14 CCR 18255(b)]. Preliminary Plans will not be accepted for filing if <br />partial final closure and postclosure maintenance plans are not submitted as required to <br />meet the closure implementation schedule. <br />2. Provide justification of the maximum extent of the landfill that will ever require <br />closure at any given time during the life of the landfill [14 CCR 18261.3(a)(3)]. The <br />Preliminary Plans state that the largest area ever requiring cover at any one time is <br />approximately 32 acres while the total landfill area is stated as 128 acres.
