These materials included: Preliminary Closure and Postclosure Plan, Austin Road
Landfill, dated January 1995.
Based on a review for completeness, the Preliminary Plans are deemed incomplete and
rejected for filing.
At a minimum, Preliminary Plans must include the items listed in Title 14, California Code of
Regulations (14 CCR), Sections 1826.3 and 18264.3, and be based on the closure standards
found in 14 CCR, Division 7, Chapter 3, Article 7.8, and Chapter 5, Articles 3.4 and 3.5.
CIWMB staff will not proceed with detailed review of the submittal until corrections to the
following omissions in the Preliminary Plans are submitted:
1. A description of the closure process and implementation schedule must be submitted
[14 CCR 18261.3(a)(7)]. A schedule for submittal of separate partial final closure and
postclosure maintenance plans must be provided if the maximum extent of the landfill
requiring closure at any given time is less than the total landfill area. Partial final
closure and postclosure maintenance plans are due two years prior to the anticipated
closure date [14 CCR 18255(b)]. Preliminary Plans will not be accepted for filing if
partial final closure and postclosure maintenance plans are not submitted as required to
meet the closure implementation schedule.
2. Provide justification of the maximum extent of the landfill that will ever require
closure at any given time during the life of the landfill [14 CCR 18261.3(a)(3)]. The
Preliminary Plans state that the largest area ever requiring cover at any one time is
approximately 32 acres while the total landfill area is stated as 128 acres.
