Mr. Stephen Chen MAR 0 6 1995 <br />Page 2 <br />scenario, it would appear that a substantial portion of the landfill will require partial <br />closure within two years. <br />3. Submit maps of the solid waste landfill to meet 14 CCR 18261.3(a)(1). The maps <br />submitted do not clearly showing the existing and proposed final limits of waste <br />placement in accordance with a closure implementation schedule. The map must <br />clearly show property boundaries, general location, all on-site structures, entry roads, <br />structures within 1000 -feet of the property, current monitoring and control systems, <br />total acreage, total acres permitted, and existing and proposed final limits of waste <br />placement. <br />4. All maps and drawings must be submitted as standard size (24" x 36") and include <br />translucent reproducibles (14 CCR 18268). <br />5. Provide testing information to justify the on-site borrow material sources. Otherwise, <br />general off-site borrow sources must be described. The final cover closure cost of <br />$2.75 per cubic yard (placement, grading, and compaction) appears too low, especially <br />if an offsite borrow source or bentonite additives are required. Please also note that <br />page 7 states that the final cover barrier layer will be clay compacted to a permeability <br />of 0.0000001 cm/sec or less (1 X 10'' cm/sec). <br />6. Does the final cover design address Subtitle D requirements? If geomembrane lined <br />cells are included, the minimum prescriptive final cover must include a geomembrane <br />component. Guidance for Subtitle D final cover design configurations is contained in: <br />U.S. EPA, November 1993, Solid Waste Disposal Facility Criteria Technical AVIanual, <br />EPA530-R-93-017, NTIS Publication PB94-100-450. State requirements under 14 <br />CCR Article 7.8 and 23 CCR Chapter 15 impose in addition to Subtitle D, a minimum <br />thickness of 1 -foot for the vegetative layer and a 2 -foot earthen or appropriate waste <br />layer acting as a foundation for the .final cover. Alternative final cover designs can be <br />proposed but must have adequate justification for approval in the Preliminary Plans. <br />7. Provide current descriptions of drainage controls and gas control measures. A current <br />description of all monitoring and control systems at the landfill must be submitted [14 <br />CCR 18261.3(a)(4)]. <br />8. The Preliminary Plans do not address gas control as required by 14 CCR 18261.3. <br />If gas control measures constructed during the operational life of the landfill will <br />address the closure standards of 14 CCR 17783, the Preliminary Plans should state so. <br />Otherwise, closure cost estimates must be included to provide for gas control measures <br />upon closure. <br />
