Laurie Cotulla <br />Page 2 <br />December 8, 1993 <br />SUBTITLE D REGULATION COMPLIANCE - AUSTIN ROAD LANDFILL <br />• The City's Senior)Technician (Landfill Operations) <br />and the landfill operator have attended the Solid <br />Waste Association of North America (SWANA) Manager <br />of Landfill Operations Training and Certification <br />Course. This course included a section on "waste <br />acceptance and screening." Both these people are <br />SWANA-certified Managers of Landfill Operations. <br />• City staff will notify the Department of Toxic <br />Substances Control if regulated hazardous waste or <br />PCB waste is discovered at the facility. <br />Item 4. ROUTINE METHANE GAS MONITORING PROGRAM. Methane gas <br />migration should not be a problem because of the Pacific <br />Energy (PEn) landfill gas (LFG) recovery project. PEn <br />extracts LFG from the landfill for use as a fuel in <br />generating electrical power. Nevertheless, we have a <br />three step plan for meeting this Subtitle D requirement. <br />First, we will hire a consultant to evaluate soil, <br />hydrogeologic and hydraulic conditions surrounding the <br />landfill. The consultant will then design an appropriate <br />monitoring program based on the results of this <br />evaluation. Second, we will install any monitoring <br />wells/probes that might be necessary. Third, we will <br />purchase monitoring equipment to take the field readings <br />ourselves or hire a consultant do it for us. <br />Item 5. RECORDKEEPING. We will record and retain an operating <br />record in the Solid Waste Division at City Hall. <br />Item 6. DAILY COVER. An alternatLVc daily cover demonstration <br />project is in progress at the landfill. The synthetic <br />"blanket", Covertech C-440, is used Monday -Thursday and <br />6" of earthen material is applied on Fridays. The LEA <br />does weekly fly and rodent surveys during the <br />demonstration period. <br />Item 7. CLOSURE COMPLETION. Not applicable. <br />Item 8. CLOSURE/POSTCLOSURE CRITERIA. Not applicable at this <br />time. <br />Item 9. FINANCIAL ASSURANCE. We will comply with these <br />requirements. <br />
