We <br />would like to improve on the ADC performance during the winter <br />months. Last winter we had some problems with the ADC because of <br />lack of experience using ADC synthetic covers. <br />In your March 18, 1994 letter to Scott Walker, CIWMB, in the <br />Summary Section you noted that "Overall, the condition of the <br />landfill during the winter months has been poor.
