During the pilot study period, the alternative cover will be
applied to the working face of the landfill. Soil will be
used to cover areas not covered by the greenwaste cover and to
cover areas that have reached final refuse capacity. (See
Figure 1)
The greenwaste is applied at the end of the operating day by
spreading and pushing the greenwaste over the compacted refuse
by landfill equipment.
2.2 STORAGE OF GREENWASTE COVER MATERIAL
The alternative cover material will be stockpiled adjacent to
the greenwaste chipping equipment. The chipped greenwaste
will be stockpiled a maximum of three days at this location.
2 .3 QUALITY ASSURANCEZOUALITY PROGRAM
The LEA will monitor the pilot program. The monitoring will
follow the Quality Assurance/Quality Control (QA/QC) program
described in this report in order to verify that the
alternative cover meets the Performance Standards set forth in
Title 14 , Section 17683 , CCR.
The program will measure the five items required be Section
17863 for Performance Standards. The items to be inspected
are; vectors, odor, fire, litter, and moisture infiltration.
Detailed instructions on how the monitoring will be performed
are given in Appendix B.
VECTORS
Vector measurement will include the observation of flies, ,
domestic rats, field rodents, mosquitos, wasps, cockroaches,
etc.
The monitoring will include a weekly grill survey for domestic
flies and observation for any flies in the "crawler" stage.
The flies will be categorized by species type once per month.
Other vectors such as mosquitos, wasps, cockroaches, "crawler"
flies (to young to fly) , and any other pests will be observed
and recorded in each site visit by the LEA.
