LEACHATE GENERATION <br /> Leachate generation may be reduced because air is allowed to <br /> flow between the greenwaste cover and the refuse. This may <br /> assist in drying the upper layers of refuse. <br /> 1.7 MITIGATIVE MEASURES <br /> Proposed mitigation measures for areas of concern with regard <br /> to the functional requirements of the proposed alternative <br /> daily cover are as follows: <br /> FIRE <br /> Fire can be controlled under certain limitation due to the <br /> high moisture contents of the greenwaste cover; however, it <br /> will allow landfill fires to be rapidly pinpointed. The <br /> burning material will be excavated and covered with soil or <br /> water until the source of fire is extinguished. If the fire <br /> cannot be extinguished within 24 hours, the Local Enforcement <br /> Agency will be immediately notified and the City's Fire <br /> Department will assist in extinguishing the fire. <br /> ODOR <br /> Under extreme conditions odor may occur on site. Pending such <br /> conditions any odor emitting area(s) will be covered with <br /> native soil before being covered with alternative cover. <br /> SECTION 2.0: DEMONSTRATION PROJECT DESCRIPTION <br /> 2.1 ALTERNATIVE COVER PLAN <br /> The alternative cover pilot program will be implemented by the <br /> City's landfill operator. The cover will be applied as <br /> described in this section. The program will be monitored by <br /> the LEA. The LEA will document how the alternative cover <br /> performs according to Section 17683 , Title 14 of CCR. A final <br /> report will be prepared and submitted to the CIWMB as <br /> described in Section 2 . 4 of this report. <br /> 7 <br />
