El Dorado Street <br /> Stockton, CA 95202 <br /> Response to Draft EIR for Austin Road Landfill Expansion <br /> San Joaquin County Public Health Services, Environmental Health Division ) has reviewed the <br /> Draft EIR for the Austin Road Landfill. Below are our comments: <br /> 1. Provide technical reports and documents supporting the Draft EIR claim that no further <br /> groundwater or environmental problems will occur due to the vertical expansion. The Draft <br /> EIR proposes the vertical expansion of the existing landfill a minimum of 30 years after <br /> closure. Acceptance of this Draft EIR does not mean approval from Local Enforcement <br /> Agency (LEA) for vertical waste expansion. <br /> 2. Approximately how much cover material will be needed for the entire life of the landfill? <br /> What percentage of this total can be supplied by on-site borrow areas? How much soil cover <br /> will need to be imported, and where will the soil be imported from? How would the <br /> provision of off-site soil for cover material be guaranteed? <br /> 3. How would a new storm drainage system be constructed to help alleviate erosion and ponding <br /> over the landfilled units? <br /> 4. Will the landfill be considered a Class II or Class III? If Class II, what types of class II <br /> wastes would be accepted? What special handling and approvals would be required for the <br /> Class II wastes? <br /> S. How would Class II wastes be evaluated so that hazardous wastes are not accepted? <br /> 6. The existing permitted landfill is 180 acres according to existing solid waste facility permit, <br /> not 187 acres. <br /> 7. Is there a need to expand days and hours of operation to meet operational demands on <br /> weekends? <br /> A Division of San Joaquin County Health Care Services <br />
