The most significant issue with <br /> respect to the operation of the Airport concerns the expanded landfill area within the <br /> 10,000 foot radius of the Airport's turbojet runway, 11L-29R• Currently Federal Aviation <br /> Administration (FAA) orders state that landfills should not be located within this radius <br /> due to the potential bird attractant which may create a safety hazard for aircraft. <br /> Airpor"' '-aff does concur with the proposed mitigation measures presented on pages <br /> III.A.24 and III.A.25 for controlling birds which may create a safety hazard to aircraft <br /> operations. These include implementing FAA recommendations on bird control, conducting <br /> bird population monitoring and carrying out additional bird control measures mandated by <br /> FAA and Airport personnel if bird populations show any increase over present conditions. <br /> We also understand from discussions with City Public Works staff that the City of Stockt <br /> IF <br /> plans to prepare a Wildlife Hazard Management Plan which would document bird activity and <br /> escribe a formal program for controlling birds within the boundaries of the existing and <br /> expanded Austin Road Landfill project. <br /> Further, in reviewing our landfill inspection records of the last ten (10) years, I find no <br /> evidence of any significant problems with bird hazards associated with this landfill. I <br /> also understand that the City of Stockton has intensified their bird control efforts over <br /> the last two years through the use of noise makers, gull distress calls and engineered <br /> daily fill cover practices. <br /> In <br /> _fthe aggressive approach the City has chosen to pursue concerning bird hazard <br /> control and the long-term projection that this project is not expected to increase land- <br /> filling of bird-attracting food wastes and may even decrease food wastes because of state <br /> waste reduction requirements, we do not believe this landfill project will create any <br /> additional safety hazards or conflicts for the Stockton Metropolitan Airport environs. <br /> Airport staff intends to work closely with the City of Stockton to monitor and coordinate <br /> all required mitigation and control measures necessary to protect the operational <br /> integrity of the Stockton Metropolitan Airport. <br /> Thank you for the opportunity to submit our comments on this project.
