The most significant issue with
respect to the operation of the Airport concerns the expanded landfill area within the
10,000 foot radius of the Airport's turbojet runway, 11L-29R. Currently Federal Aviation
Administration (FAA) orders state that landfills should not be located within this radius
due to the potential bird attractant which may create a safety hazard for aircraft.
Airport staff does concur with the proposed mitigation measures presented on pages
III.A.24 and III.A.25 for controlling birds which may create a safety hazard to aircraft
operations. These include implementing FAA recommendations on bird control, conducting
bird population monitoring and carrying out additional bird control measures mandated by
FAA and Airport personnel if bird populations show any increase over present conditions.
We also understand from discussions with City Public Works staff that the City of Stockton
plans to prepare a Wildlife Hazard Management Plan which would document bird activity and
describe a formal program for controlling birds within the boundaries of the existing and
expanded Austin Road Landfill project.
Further, in reviewing our landfill inspection records of the last ten (10) years, I find no
evidence of any significant problems with bird hazards associated with this landfill. I
also understand that the City of Stockton has intensified their bird control efforts over
the last two years through the use of noise makers, gull distress calls and engineered
daily fill cover practices.
In view of the aggressive approach the City has chosen to pursue concerning bird hazard
control and the long-term projection that this project is not expected to increase land-
filling of bird-attracting food wastes and may even decrease food wastes because of stage
waste reduction requirements, we do not believe this landfill project will create any
additional safety hazards or conflicts for the Stockton Metropolitan Airport environs.
Airport staff intends to work closely with the City of Stockton to monitor and coordinate
all required mitigation and control measures necessary-to protect the operational
integrity of the Stockton Metropolitan Airport.
Thank you for the opportunity to submit our camients on this project. We appreciate the
City recognizing the Airport's concerns and the comnitment to establish additional control
measures in the interest of aviation safety.
Sincerely,
Dan elis
Airport ger
DDsdly
SWO SOUTH AIRPORT WAY 0 TERMINAL BUILDING, ROOM 202 • STOCKTON, CALIFORNIA 95206-3996 • (209) 468-4700 • FAX:(209)4M4730
