III. Environmental Setting, Impacts, and Mitigations <br /> G. Air Quality <br /> 45 percent of the time)at an average speed of about ten miles per hour(California Air Resources <br /> Board, 1989). <br /> Air Quality Rules, Regu1 ti ns and Standards <br /> Federal <br /> Regulation of air quality is achieved through both federal and state ambient air.quality standards <br /> and emissions limits for individual sources of air pollutants. The federal Clean Air Act(CAA) <br /> required the U.S. Environmental Protection Agency(EPA)to identify National Ambient Air <br /> Quality Standards(NAAQS)to protect public health and welfare. NAAQS have been <br /> established for the six "criteria" air pollutants,ozone(03),carbon monoxide(CO),nitrogen <br /> dioxide(NOD,sulfur dioxide (SO2),respirable particulate matter(PM10),and lead(Pb). These <br /> pollutants are called"criteria" air pollutants because these standards satisfy criteria specified <br /> under the Clean Air Act. <br /> Pursuant to the 1990 CAA Amendments,the EPA has classified Air Basins,or portions thereof, <br /> as either"attainment "or"non-attainment" for each criteria air pollutant,based on whether or not <br /> the NAAQS have been achieved. 03 non-attainment areas are categorized as "extreme", <br /> "severe," "serious," "moderate," or"marginal." The CO and PM10 non-attainment regions are <br /> divided into "serious" and "moderate" classifications. The San Joaquin Valley Air Basin <br /> (SJVAB),which includes San Joaquin County,has been classified as "moderate" non-attainment <br /> for 03,and PM10(Kwong, 1993). The Valley is in attainment status for CO, NO2,Pb, and <br /> SO2. <br /> As required by the 1977 CAA Amendments,the Air Districts for the eight separate counties <br /> submitted plans to be incorporated into the California State Implementation Plan(SIP) (Kwong, <br /> 1993). These plans described the air pollution control strategies necessary to bring each Air <br /> District into attainment for all of the NAAQS by 1987. The 1990 federal Clean Air Act <br /> Amendments require that,within two or three years of enactment(November 15, 1990),the State <br /> submit to the EPA a revised SIP. In accordance with SIP requirements,the San Joaquin Valley <br /> Unified Air Pollution Control District(SJVUAPCD)submitted a PM10 plan in 1991,a CO non- <br /> attainment area plan in 1992,and is scheduled to submit a plan for 03 attainment by November <br /> 1993. The EPA found deficiencies in the PM10 plan,and the SJVUAPCD is currently revising <br /> that document. The EPA has not had the time yet to comment on the CO plan(Kwong, 1993). <br /> III.G.2 <br />
