III. Environmental Setting, Impacts,and Mitigations <br /> G. Air Quality <br /> waste material,odor characteristics,and soil covering practices. Health-effects from toxic air <br /> emissions are evaluated by comparing the project with other similar landfills to determine the <br /> potential for the project to exceed ten additional cancer cases in a million exposed people. <br /> Conformance with existing air quality plans and policies, and cumulative impacts are evaluated <br /> with reference to stated policies and plans. <br /> On-Site Impacts <br /> Impact G.I. Landfill equipment and earth-moving activities on-site would generate <br /> fugitive dust. (SIGNIFICANT) <br /> Fugitive dust is the uncontrolled release of solid particulate matter as a direct result of the <br /> operation of a facility,other than from a stationary source. Sources of fugitive dust include <br /> equipment and vehicle travel over unpaved surfaces,earth movement,dumping and other off- <br /> loading operations, stock piles, and exposed soil surfaces. Because of AB 939 requirements to <br /> reduce total waste disposed at landfills,the project would not increase total incoming waste <br /> quantities substantially. <br /> Table III.G.2. shows criteria air pollutants from on-site equipment operations and material <br /> handling activities. For the purpose of worst-case analysis, as required by CEQA,it was <br /> assumed that landfill operation,cell construction, and closure would be taking place <br /> simultaneously. The emissions estimates shown,therefore,represent the upperbound of potential t <br /> air emissions-without any mitigation measures- and actual emissions would likely be below <br /> these quantities. Project-generated air emissions are compared with projected County-wide <br /> emission totals. <br /> As shown in Table III.G.2.,the project,without any dust control measures,would generate a <br /> total of about 270 lb/day of PM10 from normal landfill operations, such as material unloading, <br /> earth movement,stockpile and cover operations, and equipment exhausts. Dust emission factors <br /> for the different operations were obtained from EPA AP-42(EPA, 1987). Project-generated <br /> PM 10 emissions,by exceeding the offset threshold of 80 lb/day,would be a significant air <br /> quality effect of the project. Air pollution control measures,such as watering,would reduce dust <br /> emissions by 50 percent or more. <br /> III.G.10 <br />
