11I. Environmental Setting, Impacts,and Mitigations <br /> H. Noise <br /> substantially add to ambient exterior noise levels and cause the violation of recommended <br /> standards at a sensitive receptor location,noise from on-site equipment and activities would be a <br /> significant effect. Activities related to the landfill expansion to the north would not have a <br /> significant noise effect at the residential land uses to the north of the site, as the increase in the <br /> intervening distance would result in higher noise attenuations and lower exterior noise levels. <br /> Noise levels generated by the activities at the borrow area would significantly raise the noise <br /> levels outside of the CYA buildings. These noise levels would not be noticeable within the CYA <br /> buildings because of the shielding of the walls. <br /> Mitigation Measure H.1. <br /> Identified by this EIR <br /> The following mitigation measure is identified to reduce significant adverse noise impacts from <br /> landfill operations. <br /> (a) The County should establish a property boundary noise performance standard of 60 dBA, <br /> Ldn,in conformance with the recommended guidelines. The project sponsor should be <br /> required to demonstrate compliance with this performance standard. Work areas could be <br /> limited,work times close to the residence could be rescheduled, noise barriers such as earth <br /> berms could be designed, and noise monitoring could be undertaken to demonstrate <br /> compliance. <br /> (b) Restrict landfill equipment operations and waste dumping activities within about 1,500 feet <br /> of the residence at 9690 Austin Road to not commence before 8:00 a.m. <br /> c As recommended in the Forward Inc.Landfill s <br /> ( ) U�e Permit Modifications,the option of a <br /> soundwall at 9690 Austin Road should be available to the resident(San Joaquin County, <br /> 1993). A soundwall should reduce noise levels outside of and inside the home to an <br /> insignificant level. <br /> The above mitigations would reduce this impact to a less-than-significant level. <br /> Off-site/Haul Trucks <br /> Impact H.2. The project would increase traffic-generated noise levels at sensitive receptor <br /> locations along access roads. (ADVERSE) <br /> The project would allow the existing landfill to continue operations beyond 2007. The project <br /> would generate about 220 vehicle trip ends, 200 truck trip ends and 20'employee trip ends,per <br /> III.H.13 <br />
