III. Environmental Setting, Impacts,and Mitigations <br /> H. Noise <br /> day. Peak-hour traffic-generated noise levels were calculated for existing and future peak-traffic <br /> conditions using the FHWA traffic-noise prediction equation(US Dept.of Transportation, 1978). <br /> Resulting noise levels are shown in Table III.H.4. Posted speed limits were used for the analysis, <br /> and noise levels were calculated for distances about 50 feet from the center of the road. Potential <br /> traffic due to soil importation or leachate truck trips would not increase significantly and <br /> therefore not cause a significant increase in noise levels. <br /> As shown in Table III.H.4.,project-generated trucks would not add noticeably to background <br /> P J g . Y g <br /> traffic-generated noise levels. Noise levels along the analyzed road segments would be over the <br /> City-recommended exterior noise level for residential land uses,but this would be the case even <br /> without the project. When existing noise levels are above the recommended standards, a noise <br /> level increase of three dBA(a perceptible change)would be considered significant. Since the <br /> project would not noticeably change exterior noise levels along the access roadways under future <br /> conditions without the project,project-generated traffic would not have a significant effect on <br /> ambient noise levels. <br /> Mitigation Measure H.2. <br /> None warranted. <br /> Cumulative Effects <br /> Impact H.3. The project,along with cumulative development,would raise ambient noise <br /> levels in the region. (SIGNIFICANT) <br /> While project-generated traffic would not add noticeably to ambient noise levels,residential land <br /> uses along access roads would be exposed to background noise levels that are above the <br /> recommended standards. Landfill equipment and operations have the potential to raise exterior <br /> noise levels substantially and to cause the violation of the recommended noise standard at nearby <br /> residential locations. The project,by incrementally adding to ambient exterior noise levels, <br /> would contribute to a significant adverse cumulative noise effect. <br /> III.H.14 <br />
