III. Environmental Setting, Impacts,and Mitigations <br /> g P g <br /> L. Public Health and Safety <br /> Title 14,Sections 17626-17629,also contains general disposal site siting and design <br /> requirements. The LEA enforces these standards with concurrence from the CIWMB,and a new <br /> landfill must comply with these standards to receive its solid waste facilities permit. <br /> Operation <br /> Operations and control requirements for solid waste sites are found in Title 14,Sections 17666- <br /> 17751. The LEA enforces these requirements,along with any specific requirements contained in <br /> the solid waste facilities permit. The regulations require that landfill operators make provisions <br /> for employee sanitary facilities,water supply, communications,lighting,employee health and <br /> safety,training and supervision,cover,and standby equipment. The operator is also required to <br /> have controls for nuisances,fire,leachate,dust,drainage and erosion,litter, noise,odor, and <br /> traffic congestion. The Report of Disposal Site Information must be amended to keep the <br /> information contained in the report current. <br /> To prevent propagation or attraction of flies,rodents or other vectors and to prevent the creation <br /> of nuisances,Title 14, Section 17682 requires all landfills that receive over 50 ton of waste per <br /> day to cover the waste daily with 6 inches of cover material. The Austin Road Landfill has <br /> experienced difficulty meeting the daily cover requirement during periods of wet weather because <br /> the soils are difficult to excavate and has applied to the CIWMB to be permitted to used <br /> alternative daily cover(Wickes, 1993). <br /> The RWQCB may also impose requirements on the operation and monitoring at a landfill <br /> through the WDRs. The WDRs can specify what wastes a landfill is permitted to receive. Water <br /> quality protection provisions are found in CCR,Title 23, Article 5. These provisions are <br /> intended to detect leaks at landfills and to provide for corrective action programs in the event that <br /> containment features fail to prevent release of leachate from the landfill. The Report of Waste <br /> Discharge must be updated to renew the WDRs. <br /> Closure and Post Closure <br /> To obtain a Solid Waste Facilities Permit,the owner or operator of a new landfill must prepare a <br /> preliminary Closure and Post Closure Maintenance Plan. The purpose of landfill closure and the <br /> 30-year post-closure maintenance period is to ensure the long-term protection of air,water, and <br /> land from pollution due to the disposal of solid waste. The preliminary plan allows the operator <br /> and the CIWMB to estimate costs. <br /> III.L.5 <br />
