III. Environmental Setting, Impacts, and Mitigations <br /> L. Public Health and Safety <br /> Mitigation Measure L.I. <br /> Proposed as Part of the Project <br /> (a) The landfill does not accept any special wastes that potentially may contain elevated levels <br /> of hazardous substances such as: <br /> • Chemicals or chemical sludges <br /> • Drugs <br /> • Free liquids,including residues in containers or paint cans <br /> • Bag house or air scrubber wastes <br /> • Tank cleaning sludges <br /> • Contaminated soil <br /> (b) Dust control procedures specified in the Site Operations Plan shall be applied to handling <br /> of all wastes received at the landfill. <br /> Identified by this EIR <br /> (c) Dust exposure of site workers should be periodically measured to determine if <br /> recommended exposure levels are exceeded. Documentation of the results of the <br /> measurements should be provided to the LEA and placed in the administrative file. <br /> (d) Additional engineering controls should be implemented by the site operator,if needed,to <br /> control dust emissions. Such controls might include wind screens near the unloading areas <br /> or the use of dust suppressants. <br /> (e) If the above engineering controls cannot reduce employee dust exposure below an <br /> acceptable level as determined by the LEA, site personnel at risk should be supplied with <br /> gloves,coveralls,eye protection, and respirators. OSHA regulations contained in 29 CFR, <br /> Section 1910.134,describe the required Respiratory Protection Program. It should include <br /> medical exams,monitoring of worker exposure, and training in proper respirator use. <br /> Special training and monitoring emphasis should be placed on the additional hazards <br /> resulting from respirator use,such as possible heat stroke. The Respiratory Protection <br /> Program should determine when and where masks should be worn and how their use <br /> should be monitored. It should be the intent of such a program that personal protective <br /> equipment such as dust-filtering respirators should be necessary to provide protection <br /> supplemental to that provided by the engineering controls. <br /> (f) Wastes must not leave the landfill site on workers clothing. Various methods could be <br /> employed to prevent exposure of people off-site to waste carried by workers'clothing. <br /> This EIR suggests the following measures: <br /> • working clothes should be left behind at the landfill and cleaned by the operator; <br /> • shower facilities and changing areas should be provided at the project site so that <br /> workers do not carry material off-site;and <br /> III.L.15 <br />
