Public Health and Safety <br /> • dust accumulated on non-washable items should be removed by vacuuming,not <br /> brushing or blowing. <br /> Adoption of other measures may feasibly achieve the same goal;if a different set of measures is <br /> proposed,it may be approved by the LEA to be implemented instead of the above measures. <br /> (g) Workers should not be allowed to eat near the active landfill. Food and beverages should <br /> only be consumed off-site,on-site,but away from active landfill areas,or inside an <br /> enclosure such as an office building or mobile trailer. <br /> Application of the above measures would reduce Impact L.1 to a less-than-significant level. <br /> Impact L.2. Hazardous waste found in the MSW may be brought to the landfill for <br /> disposal. (SIGNIFICANT) <br /> Disposal of hazardous waste would not be permitted at the landfill. Because a mixed MSW load <br /> containing hazardous waste may look just like a non-hazardous waste load of MSW,it would not <br /> be possible to identify all hazardous waste and to prevent its disposal at the landfill. Hazardous <br /> waste in a load would not only be a hazard to the environment,but could be an immediate and <br /> perhaps unexpected hazard to employees working with incoming loads. Furthermore,the <br /> improper disposal of hazardous wastes in a Class III landfill is illegal. <br /> Worker safety and the preservation of environmental quality present environmental concerns over <br /> and above the legal issue of disposing of hazardous waste in a Class III landfill. Hazardous <br /> waste in the landfill could threaten the integrity of the landfill liner,degrade the quality of the <br /> landfill leachate,and threaten groundwater. <br /> Hazardous materials spotted in a load would be returned to the generator,if known,for proper <br /> disposal. If the generator is not known,the hazardous materials would be taken to the proposed <br /> temporary hazardous materials storage facility,located at the eastern edge of the CYA parcel. <br /> This material would be kept in closed containers and removed within 90 days of receipt. The <br /> material would be disposed of at Forward, Inc.Landfill or taken to one of the household <br /> hazardous waste collection programs sponsored by San Joaquin County(Fukumoto, 1993). The <br /> 250-foot by 150-foot storage area would be secured at all times. <br /> No public impact is anticipated because no direct public exposure to hazardous materials/wastes <br /> above that occurring before development of the facility would be anticipated.
