III. Environmental Setting,Impacts, and Mitigations <br /> L. Public Health and Safety <br /> Accidents also could occur during transport of waste to the landfill. A transport accident could <br /> result in personal injury,property damage and a spill of waste. The nearest sensitive receptor is <br /> across Austin Road from the landfill. A spill at or near the landfill could threaten nearby <br /> sensitive receptors. A spill on a public road or highway could threaten motorists or the general <br /> rpublic. A spill of MSW,if quickly cleaned-up,would be more of a nuisance than a direct threat <br /> +� to public health unless the waste was spilled into a source of drinking water. <br /> Mitigation Measure L.3. <br /> Proposed as Part of the Project <br /> (a) The Standard Safe Work Practices listed in the Site. Operations Plan of the Preliminary <br /> Draft of the Final Design Study Report for the Austin Road Landfill Expansion prepared <br /> by R.W. Beck and Associates,November 1992, shall be implemented by the landfill <br /> operator. <br /> (b) The landfill operator would comply with provisions of the CCR,Title 14, Section 17670, <br /> which requires that operating and maintenance personnel are required to wear and use <br /> approved safety equipment for personal health and safety, as determined necessary by the <br /> LEA,and Section 17672,which stipulates that site operation and maintenance personnel <br /> must be adequately trained in subjects pertinent to safety, health,environmental controls, <br /> and emergency procedures. <br /> (c) Landfill access would continue to be controlled to discourage unauthorized entry by <br /> persons or vehicles. <br /> (d) The landfill operator would comply with all provisions of the CCR, Title 14,Division 7, <br /> Chapter 3, Article 7.5, "Disposal Site Operations" that apply to landfill health and safety. <br /> Identified by this EIR <br /> • Any new waste transport haul routes to the landfill should be approved by the LEA and/or <br /> the County Planning Department. Documentation of approval should be on file. <br /> Application of the above measures,all proposed as part of the project,would render Impact L.3 <br /> less than significant. <br /> Impact LA. Additional landfill gas would be generated,thus increasing the potential for <br /> explosion hazards. (ADVERSE) <br /> Generation of landfill gas in municipal landfills and the explosive nature of methane were <br /> discussed in the Setting under Existing Hazards,Landfill Gas. While landfill gas is produced <br /> III.L.18 <br />
