III. Environmental Setting, Impacts,and Mitigations <br /> L. Public Health and Safety <br /> safetyprocedures would be implemented as part of the project. Applying proper restrictions, <br /> required by law,to hazardous material/waste handling would reduce hazards to workers. <br /> Mitigation Measure L.2. <br /> Proposed as Part of the Project <br /> (a) The City would continue its load checking program to discourage the improper disposal of <br /> hazardous wastes. <br /> Identified by this EIR <br /> (b) The City should implement its Household Hazardous Waste Element(HHWE)to help <br /> reduce the amount of household hazardous waste in the waste stream. The County of San <br /> Joaquin currently has a HHW collection program and will continue to operate on a regular <br /> schedule. <br /> (c) Landfill operating personnel should be trained to recognize and properly handle hazardous <br /> wastes. This should include a 40-hour hazardous materials management worker training <br /> program that'complies with 29 CFR. <br /> Implementation of the measures above would ensure that effective steps are taken and that no <br /> hazardous wastes are disposed at the landfill. If implemented,these measures would reduce this <br /> impact to a less-than-significant level. <br /> Impact L.3: Spills,collisions,upsets or other accidents at the landfill or during waste <br /> transport could cause injury to site workers,the general public or the environment. <br /> (SIGNIFICANT) <br /> As with other construction-type projects and similar industrial sites,movement and operation of <br /> vehicles,use of equipment,and other activities generate potential accident hazards for employees <br /> at landfills. Regardless of how well-managed an industry is and how well-trained its employees <br /> are, accidents are by nature unplanned events that will inevitably occur. Accident history at the <br /> existing landfill is discussed in the Setting. <br /> Accidents could be caused by equipment failure;human error such as carelessness or fatigue;or <br /> natural events such asstorms,earthquakes,or floods. The principal consequences of accidents <br /> would be bodily injury to landfill personnel or site visitors. <br /> III.L.17 <br />
