V. Alternatives to the Project <br /> Land Use.Plans, and Policies <br /> The No-Project Alternative is consistent with current applicable plans and policies. It would <br /> involve alteration to the CYA parcel but not the Brocchini parcel. As such,fewer land use <br /> impacts would occur under this alternative than with the project. Prime farmland on the <br /> Brocchini parcel would not be altered under this alternative,and as such would still be available <br /> for productive agricultural use. The No-Project Alternative would not affect the Stockton <br /> Metropolitan Airport. <br /> Visual and Aesthetics <br /> There would be no change in the permitted height of the site. Without the proposed vertical <br /> expansion to serve as a visual screen,however,the existing Forward,Inc. Landfill to the south of <br /> Austin Road Landfill would be more visible from the north in future years. Visual impacts under <br /> this alternative would be less than with the project. Under this alternative,the landfill would be <br /> built to half the height of what is proposed. The same structures would be added to the site, <br /> therefore the same adverse light and glare impacts would occur under this alternative. <br /> Community Services and Utilities <br /> The No-Project Alternative would not require any new services to the project site, nor would it <br /> alter current site demand for these services. <br /> Transportation and Circulation <br /> The No-Project Alternative would not increase local traffic;however total truck miles traveled <br /> without the project would be more than with project implementation because waste generated in <br /> the City of Stockton would be hauled longer distances for disposal. Collection trucks currently <br /> traveling from the City of Stockton to Austin Road Landfill and back travel approximately 16 <br /> miles round trip. Collection trucks traveling from the City of Stockton to the Lovelace Transfer <br /> Station and back would also travel approximately 16 miles round trip. It is anticipated that the <br /> waste from several collection trucks would be consolidated into a larger transfer truck to reduce <br /> the number of vehicles driving to the distant landfill. The transfer trucks originating from the <br /> Lovelace Transfer Station would have to travel an additional 64 miles(round trip)to dispose of <br /> the waste at the Foothill Landfill. Highway truck traffic would increase due to waste haulers <br /> transporting refuse from the transfer station to Foothill Landfill. Similarly, some increase in <br /> local traffic would occur in the vicinity of the transfer station instead of at Austin Road Landfill. <br /> VA <br />
