V. Alternatives to the Project <br /> The soils in the Foothill Landfill area are characterized b cod surface and subsurface e.drains <br /> by g <br /> Goundwater is at least 120 feet below the surface and there are no major streams in the vicinity <br /> of Foothill Landfill. <br /> The soils in the NCRCSL area are characterized by good surface and subsurface drainage. The <br /> site is underlain with low-permeability clay and silt deposits. Two branches of South Paddy <br /> Creek traverse the northcentral portion of the site. Four ponds are on site with two being <br /> artificial and used for irrigation and livestock and the other two are drainage depression ponds. <br /> A high-voltage transmission line crosses the northeast comer of the property. Groundwater is <br /> approximately 125 feet below the surface. <br /> The use of French Camp Landfill would require permit revisions in order to accept residential <br /> waste. <br /> Because of the potential floodplains at NCRCSL and the permit revision requirement for French <br /> Camp Landfill,Foothill Landfill was chosen for further analysis as the Off-Site Alternative. <br /> DESCRIPTION <br /> This alternative would involve the expansion of Foothill Landfill. The existing conditions of the <br /> site and the hypothetical layout, operation, and closure of an expanded landfill on the site are <br /> described below. <br /> Existing Site Conditions <br /> The land is leased from Waste Management, Inc. by Foothill Sanitary Landfill,Inc.,which <br /> operates the site. The company has a franchise agreement with San Joaquin County to collect <br /> waste from the central County. Most of the waste delivered to Foothill Landfill comes from the <br /> Lovelace Transfer Station. The delivery of waste consists of unloading the waste in a confined <br /> area of about 50 feet wide and 200 feet long, on a 10-acre portion of the site. The working area <br /> is not to be larger than 70 acres at one time and as each phase is completed,the land is reseeded <br /> for cattle grazing. The elevation of the Foothill Landfill area is approximately 175 feet MSL. <br /> The soils of the Foothill Landfill site consist of primarily of Pentz adobe clay and Tuscan stony <br /> loam. Current plans are to fill to an elevation of 300 feet MSL. The total site capacity is about <br /> 24 million tons,assuming an average density of 800 pounds per cubic yard. <br /> V.8 <br />
