V. Alternatives to the Project <br /> facilities. Regarding the City of Stockton's waste,the CoSWMP identifies expanding Austin <br /> Road Landfill,opening a new Stockton Landfill,purchasing Forward,Inc.Landfill or building a <br /> transfer station and hauling the waste to Foothill Landfill. At present,no alternative landfill site <br /> have been designated. A full-scale siting study would have to be carried out and public <br /> acceptance and support would be needed. Because the siting of a new landfill would most likely <br /> cause greater impacts than those generated by the project,and because this project is a landfill <br /> expansion,an off-site expansion was analyzed. Should an off-site location be chosen, a separate <br /> environmental review would be required. <br /> Even though the proposed project site is consistent with the local land use designation,it would <br /> have a number of site-specific impacts,particularly as they relate to biological resources. For <br /> this reason,an Off-Site Alternative has been selected and analyzed to promote informed decision <br /> making. The EIR describes an alternative to the project location that could be feasible, <br /> considering the economic,environmental,social, and technical factors involved,and analyzes the <br /> environmental impacts of expanding a landfill at that location. Three potential landfill <br /> expansions were identified. Forward,Inc.Landfill was not considered because it is privately <br /> owned and has recently proposed its own expansion. Please note that these evaluations are for <br /> CEQA purposes only,they do not mean that the project sponsor,the County,or any other entity <br /> is proposing to expand on these sites. None of these are included in the CoSWMP. Only the <br /> expansion of Austin Road Landfill is addressed in the CoSWMP. <br /> Foothill Landfill. Please refer to the description of Foothill Landfill in the No-Project <br /> Alternative. <br /> North County Recycling Center and Sani ary Landfill(NCRCSL). Please refer to the description <br /> of NCRCSL in the No-Project Alternative. <br /> French Camp Landfill. French Camp Landfill,a Class III landfill,is located northwest of Austin <br /> Road Landfill, approximately four miles south of Stockton. The 66-acre parcel is bounded by <br /> Mathey Road,Walker Slough,and French Camp Slough. This site is owned by the City of <br /> Stockton and operated by Gambi Enterprises. Wastes accepted at the French Camp Landfill <br /> include street sweepings and garden refuse collected by the City of Stockton Public Works <br /> Department;park trash and litter collected by the City's Parks and Recreation Department;and <br /> clean fill (dirt,concrete and wood fiber waste). No residential or commercial waste is accepted <br /> and the site is not open to the public. It currently accepts 107 tons per week and has a remaining <br /> site life of 11 years(Miller, 1993). <br /> V.7 <br />
