V. Alternatives to the Project <br /> Land Uses_Plans. and Policies <br /> The Off-Site Alternative is consistent with current applicable plans and policies. Expansion of <br /> the Foothill Landfill would not be within a 10,000 foot radius of the Stockton Metropolitan <br /> Airport,and therefore would not be subject to review by the Federal Aviation Administration. <br /> Visual and Aesthetics <br /> Like the proposed project, a landfill at the Foothill Landfill site would be visible from nearby <br /> roads. The hilly topography within the vicinity of the alternative site could help make the mound <br /> formed by a landfill at the alternative site seem less out of place. For these reasons,the visual <br /> impacts of a landfill at the alternative site would be adverse but not significant,unlike the <br /> proposed project impacts. <br /> Community Services and Utilities <br /> This alternative would not require any new services to the Foothill Landfill site. <br /> Transportation and Circulation <br /> By an amount greater than the proposed project,a landfill expansion at the alternative location <br /> would increase local traffic due to additional truck trips and increased vehicle miles traveled. <br /> The traffic impacts of the alternative site would be on Waverly Road. Due to the current level of <br /> traffic in the alternative site area,the additional traffic caused by a landfill expansion at the <br /> alternative site probably would not reduce the level of service of any intersections in the area by a <br /> significant amount. Unlike the proposed project, a landfill expansion at the alternative location <br /> could significantly impact the pavement quality of nearby roads, a significant impact. Collection <br /> trucks traveling round trip from the City of Stockton to Austin Road Landfill travel about 16 <br /> miles. Collection trucks traveling to and from the City of Stockton and the Lovelace Transfer <br /> Station would also travel 16 miles round trip. Waste loads from several collection trucks would <br /> be consolidated into a transfer truck and hauled to Foothill Landfill. Vehicles originating from <br /> the Lovelace Transfer Station would have to travel another 64 miles(round trip)to the Foothill <br /> Landfill. <br /> V.10 <br />
