V. Alternatives to the Project <br /> Geology.Soils. and Seismicity <br /> Like the proposed project,a landfill at the alternative site would have to comply with Title 23 <br /> slope stability and seismic standards for design. <br /> Hydrology, Geo—hydrology, and Water Quality <br /> Like the project,the alternative design would have the potential to degrade water quality in the <br /> area;however,there are no major streams in the existing landfill. Impacts to surface water <br /> quality would be less at the alternative site than at the proposed project site. Little Johns Creek <br /> would not be altered under this scenario thus impacts related to the realignment would not occur. <br /> Public Health and Safety <br /> Because health and safety impacts are associated with operations, most of these impacts would <br /> be the same as those occurring with the proposed project. <br /> RELATIONSHIP OF THIS ALTERNATIVE TO PROJECT SPONSOR'S OBJECTIVES <br /> This alternative would meet the Project sponsor's objectives if the City of Stockton were <br /> involved in the project. The expansion of Foothill Landfill would help meet the long-term <br /> disposal needs of Stockton but the increased haul distances would increase the cost of disposal. <br /> For the Off-site alternative,transfer trucks would have to travel an additional 64 miles per round <br /> trip, 64 miles more than the haul distance per collection truck with the project. <br /> C. CURRENT-FOOTPRINT-WITH-INCREASED-ELEVATION ALTERNATIVE <br /> DESCRIPTION <br /> This alternative assumes an increased elevation on top of the existing footprint from the <br /> permitted height of 90 feet MSL to 150 feet MSL. The 45 acre parcel south of the creek would <br /> have a maximum elevation of 145 feet because the base is too small to extend higher without <br /> steepening the sideslopes beyond acceptable limits. This alternative does not include a <br /> horizontal expansion onto the Brocchini parcel to the southeast nor does it include the <br /> realignment of Little Johns Creek. The CYA parcel to the north would be needed as a borrow <br /> source for cover material and could accommodate recycling,tire handling,and temporary <br /> hazardous materials storage,and administrative facilities. This alternative would have a refuse <br /> V.12 <br />
