V. Alternatives to the Project <br /> 45 acre borrow area. The potential of subsurface water migration into the existing landfill waste <br /> and of groundwater and landfill gas into the surface water of Little Johns Creek would no longer <br /> exist. <br /> Public Health and Safety <br /> Under this alternative,the impacts of worker or public health risk in the project vicinity would be <br /> less than under the project because it would close sooner. These risks would relocate to the <br /> Foothill Landfill if used to accept the City of Stockton's waste after the closure of Austin Road <br /> Landfill. <br /> RELATIONSHIP OF THIS ALTERNATIVE TO PROJECT SPONSOR'S OBJECTIVES <br /> This alternative would essentially meet all of the project sponsor's stated objectives. It would <br /> allow the project sponsor to provide the City of Stockton with a long-term disposal facility; <br /> however,the length of time that the service could be provided would be less by about 21 years <br /> since the landfill capacity would be smaller under this scenario. The City would comply with <br /> environmental objectives,including appropriate management of surface water run-off,storm <br /> water,and leachate. <br /> Most of the impacts of this alternative would be similar to or less than those generated by the <br /> project. Visual impacts would be less under this scenario.
