Glossary and Acronyms <br /> MSW Landfill: a discrete area of land or an excavation that receives household waste, <br /> commercial solid waste, nonhazardous sludge,small quantity generator waste, and industrial <br /> solid waste. Such a landfill may be publicly or privately owned. <br /> NPDES (National Pollutant Discharge Elimination System): federal requirement under the <br /> Clean Water Act(CWA)that any discharge of a non-point source of pollution(from a MSW <br /> landfill unit)into waters of the United States be in conformance with any established water <br /> quality management plan developed under the Clean Water Act. <br /> Operator: the person responsible for the overall operation of a landfill facility or part of a <br /> landfill facility. <br /> Owner: the person who owns a landfill facility or part of a landfill facility. <br /> Permeability: the measurement of a materials ability to allow the passage of moisture. For <br /> landfill applications,it is usually expressed in centimeters per second. <br /> Post Closure Maintenance Period: the period after closure during which the waste could have <br /> an adverse effect on the environment. <br /> POTW (Publicly Owned Treatment Work): municipal sewage treatment plant. <br /> RCRA Subtitle D: promulgated federal law(Oct. 1991)which places stringent requirements on <br /> the siting,design,operation,closure,and post-closure care of landfills. Among the more <br /> important of these requirements are the bottom liner and closure specifications. <br /> Recycling: the process of collecting,sorting,cleansing,treating, and reconstituting materials <br /> that would otherwise become solid waste,and returning them to the economic mainstream in the <br /> form of raw material for new products. Does not include the conversion of waste into energy. <br /> Report of Disposal Site Information (RDSI): functions as a permit application to obtain the <br /> Solid Waste Facility Permit from the Local Enforcement Agency(LEA)with concurrence of the <br /> California Integrated Waste Management Board. <br /> Report of Waste Discharge(RWD): functions as a landfill's permit application to the Regional <br /> Water Quality Control Board to receive a Waste Discharge Requirement. <br /> VH.6 <br />
