Glossary and Acronyms <br /> Resource Conservation and Recovery Act(RCRA): federal law that specifies how municipal <br /> solid waste(MSW),designated waste, and hazardous wastes are to be properly landfilled. <br /> Resource Recovery: the reclamation or salvage of wastes for reuse,conversion to energy,or <br /> recycling- <br /> Run-off: any rainwater,leachate,or other liquid that drains over land from any part of a facility. <br /> Run-on: any rainwater,leachate,or other liquid that drains over land onto any part of a facility. <br /> Sanitary Landfill: a disposal site employing an engineered method of disposing of solid wastes <br /> iin a manner that minimizes environmental hazards by spreading,compacting to the smallest <br /> practical volume and applying cover material over all exposed wastes at the end of each <br /> operating day. <br /> Saturation Zone: that part of the earth's crust in which all voids are filled with water. <br /> Single Clay Liner: a liner that is constructed of a single layer of high-quality clay,typically of <br /> 1 x 10-6 cm/s permeability. Typical thickness of the constructed liner is 2 to 4 feet and usually <br /> requires excavation of the native soil followed by its replacement and compaction into thin <br /> layers. Sometimes on-site materials are mixed with the commercial product,bentonite clay,to <br /> develop suitable clay materials. <br /> Sludge: any solid,semi-solid,or liquid waste generated from a municipal,commercial,or <br /> industrial wastewater treatment plant,water supply treatment plant,or air pollution control <br /> facility exclusive of the treated effluent from a wastewater treatment plant. <br /> Surface Impoundment: a facility that is a natural topographic depression,human-made <br /> excavation,or diked area formed primarily of earthen materials (although it may be lined with <br /> ihuman-made materials),that is designed to hold an accumulation of liquid wastes or wastes <br /> containing free liquids and that is not an injection well. Examples include: holding storage, <br /> settling and aeration pits,ponds, and lagoons. <br /> SWFP(Solid Waste Facility Permit): permit issued by the Local Enforcement Agency(LEA) <br /> authorizing a landfill to operate. <br /> VII.7 <br />
