APPENDIX "A" <br /> June 6, 1990 <br /> SITY OF STOQjTON - PROPOSED EXPANSION OF NNE AUSTIN ROAD IMMEILL <br /> The City has run out of room to store sludge at the treatment <br /> plant and the Port has given the City six years in which to <br /> remove the existing sewage sludge from their, property. As- <br /> ir part of the expansion of the LANDFILL, the City intends to <br /> apply for a permit to dispose of the sludge at the LANDFILL. <br /> One of the alternatives is a separate Class II facility. A <br /> second alternative is to co-dispose the sludge with the other <br /> solid waste. Another alternative is to combine the sludge <br /> with garden refuse for landfill cover. <br /> The City is investigating the possibility of conducting a <br /> composting operation on a portion of the 383-acre site. The <br /> City's garden refuse would be hauled to the site and <br /> composted. The composted material could be used for <br /> landscaping purposes and/or a possible source of daily cover <br /> for the LANDFILL. <br /> The Austin Road Landfill will require additional soil for <br /> daily and final cover whether it is expanded or not. It is <br /> anticipated that a portion of the land area shown on Exhibit <br /> "B" will be used as a borrow area for providing this daily <br /> cover. <br /> The CREEK cuts through the middle of the 383-acre parcel. In <br /> order to obtain the maximum use of the 383-acre site it may be <br /> necessary to realign the CREEK. <br /> 3. PROJECT SITE - BIOLOGICAL FACTORS <br /> The existing land area will be cleared of vegetation at the <br /> time the area is used for a landfill, composting, etc. The <br /> clearing of the land and realigning of the CREEK will have a <br /> significant adverse effect on the flora, fauna and wildlife <br /> found on or near the site. These impacts will be addressed in <br /> the EIR that will be prepared for the project. <br /> 4. ENVIRONMENTAL IMPACTS <br /> - During the construction of the LANDFILL improvements <br /> it is anticipated that there will be an additional 8o trips <br /> per day to the landfill by construction equipment. <br /> Approximately 10 of these trips will occur during the peak <br /> hour. <br /> Approximately 90 trucks per day deliver refuse to the LANDFILL <br /> at the .present time.
