Dear Mr. Niblock: California Integrated Waste Management Board have reviewed the NOP for the expansion of Austin Road Landfill. The expansion area includes a 126 acre parcel which will be acquired from California Youth Authority, and a 95 acre parcel which will be acquired from Albert Brocchini Farms, Inc. CIWMB staff ask that the following information be addressed in the preparation of the DEIR: Sludge The project description includes a statement that the City was apparently given permission by the State and the Local Enforcement Agency to store sewage sludge at the landfill for future use as part of the foundation layer for the final cover on the landfill. Approximately 20, 000 cubic yards are stored at the landfill. Several activities are mentioned pertaining to the handling of sludge; co-disposal, composting, or use as a foundation or cover material. The DEIR should thoroughly address the proposed use(s) or disposal of the sludge. If sludge --is to be used as alternative daily cover, approval for such use is required from CIWMB. Contact Steve Austreheim-Smith of the Board's Environmental Engineering Section for more information pertaining to specific requirements for use of alternative cover. Realignment of Little John's Creek A branch of Little John's Creek disects the landfill site. A complete and thorough environmental analysis of the impacts and mitigations associated with re-alignment of the creek should be included as part of the project.
