Groundwater Contamination <br /> Waste Discharge Requirements (90-122) indicate that <br /> contamination detected downgradient from the landfill is <br /> originating from Austin Road Landfill. It appears that <br /> remediation will be required. The EIR should address present <br /> groundwater problems and discuss remediation measures which <br /> will be implemented. <br /> It would be helpful if the DEIR discussed alternatives to <br /> disposal of the condensate from the methane gas recovery <br /> system. Board staff discourage the practice of returning <br /> condensate or any liquid, back into the landfill. This <br /> practice may result in further degradation of groundwater. <br /> Handling of Hazardous Materials <br /> How are loads checked for hazardous materials? How are <br /> hazardous materials separated, stored, and where are they <br /> ultimately disposed? <br /> Solid Waste Facilities Permit <br /> There are several violations cited by Board staff on recent <br /> inspections. These violations include the solid' waste <br /> facilities permit, cover, intermediate cover, leachate control <br /> (groundwater contamination) , grading of fill surfaces, and the <br /> receipt of hazardous (infectious) wastes. There are several <br /> ongoing uncorrected violations. These include cover, <br /> intermediate cover, leachate control, grading of fill <br /> surfaces, and an equipment shortage. Prior to obtaining a <br /> revised solid waste facilities permit, it is required that the <br /> violations be corrected, and that a corrective action plan for <br /> groundwater remediation be submitted to CIWMB. <br /> Disposal Site ,EIR Checklist <br /> Attached for your use is a copy of the Disposal Site , EIR <br /> Checklist. Staff request that all items listed be addressed <br /> in preparation of the DEIR. <br /> Thank you for the opportunity to respond to this NOP.
