Groundwater Contamination
Waste Discharge Requirements (90-122) indicate that
contamination detected downgradient from the landfill is
originating from Austin Road Landfill. It appears that
remediation will be required. The EIR should address present
groundwater problems and discuss remediation measures which
will be implemented.
It would be helpful if the DEIR discussed alternatives to
disposal of the condensate from the methane gas recovery
system. Board staff discourage the practice of returning
condensate or any liquid, back into the landfill. This
practice may result in further degradation of groundwater.
Handling of Hazardous Materials
How are loads checked for hazardous materials? How are
hazardous materials separated, stored, and where are they
ultimately disposed?
Solid Waste Facilities Permit
There are several violations cited by Board staff on recent
inspections. These violations include the solid' waste
facilities permit, cover, intermediate cover, leachate control
(groundwater contamination) , grading of fill surfaces, and the
receipt of hazardous (infectious) wastes. There are several
ongoing uncorrected violations. These include cover,
intermediate cover, leachate control, grading of fill
surfaces, and an equipment shortage. Prior to obtaining a
revised solid waste facilities permit, it is required that the
violations be corrected, and that a corrective action plan for
groundwater remediation be submitted to CIWMB.
Disposal Site ,EIR Checklist
Attached for your use is a copy of the Disposal Site , EIR
Checklist. Staff request that all items listed be addressed
in preparation of the DEIR.
Thank you for the opportunity to respond to this NOP.
