I. Introduction <br /> Period of Analysis <br /> The project is planned to begin accepting waste in 1997. The impact analysis looks at 2005 as <br /> the impact year. The setting is taken as current 1993 conditions. <br /> Assumptions <br /> Some elements of the landfill design have not yet been finalized. Where these elements could <br /> have an effect on the course of the environmental impact analysis,this EIR presents reasonable <br /> assumptions about the design. These assumptions,where necessary, are based on conservative <br /> "reasonable worst case" analyses that tend to overstate project impacts. Assumptions,when <br /> necessary, are identified in the discussion. <br /> Cumulative Development <br /> In conformance with CEQA,this EIR evaluates cumulative effects of agency-approved projects <br /> under construction, approved projects not yet under construction,and unapproved but reasonably <br /> foreseeable future projects,within the geographic area of potential impacts of the landfill project. <br /> A discussion of cumulative effects is provided in conjunction with each project impact <br /> discussion. <br /> Determination of Significance <br /> CEQA Guidelines Section 15382 defines a significant effect on the environment as "a <br /> substantial,or potentially substantial, adverse change in any of the physical si conditions within the <br /> area affected by the project. . ." (emphasis added). In identifying the significant impacts of the <br /> project,therefore,this EIR concentrates on the project's substantial physical effects, and upon <br /> mitigation measures to avoid,reduce,or alleviate those effects. Although CEQA does not <br /> require that the EIR discuss,or that the Lead Agency impose,mitigation measures for non- <br /> physical impacts and physical impacts that are not potentially significant,this EIR also evaluates <br /> and suggests mitigation measures for some of the adverse impacts in order to create a better <br /> project that minimizes project impacts. <br /> Within each impact section in Chapter III of this EIR,impacts are identified in bold type. <br /> Following the discussion of each stated impact,feasible measures that could alleviate the impact, <br /> or lessen it to some degree,are set forth where warranted.
